Malta Investments & Economic Advisory Limited (MIEA), formerly known as Malta Government Investments Limited (MGI), is the strategic economic arm of the Ministry for the Economy, Enterprise and Strategic Projects.

Through its multifaceted mandate, MIEA supports policy formulation, strategic project evaluation, and the promotion of Public-Private Partnerships (PPPs) aligned with Malta’s long-term economic vision.

MIEA also provides public entities and local councils with corporate support services, including bookkeeping, accounting, payroll, legal, HR, marketing, and advisory services.

Malta Investments & Economic Advisory Limited (MIEA) is the result of a merger between Malta Government Investments Limited, Malta Investments Management Company Limited and Malta Strategic Partnership Projects Ltd.

This consolidation brought together complementary roles and responsibilities under a single entity operating within the remit of the Ministry for the Economy, Enterprise and Strategic Projects. The merger reflects a strategic effort to enhance coordination, streamline operations, and strengthen governance.

The official launch of the merged entity took place on December 15, 2025, at the Hilton Malta, in collaboration with TimesEvents – The Times of Malta, following a comprehensive rebranding exercise that introduced the new identity, MIEA.

Strategic Analysis and Development Unit (SADU)

As part of its renewed strategy, MIEA established the Strategic Analysis and Development Unit (SADU), a dedicated economic advisory unit supporting the Ministry and the wider Government.

SADU focuses on:

  • Targeted economic studies
  • Policy development
  • Budgetary and fiscal support
  • Data-driven and forward-looking economic planning


This strategic shift underscores MIEA’s commitment to evidence-based decision-making and tangible national outcomes.

A Trusted and Cost-Effective Partner for Government

Through its Corporate Support Services, MIEA provides a comprehensive range of back-office services to public sector entities, local councils, and State-Owned Enterprises, including:

  • Accounting and bookkeeping
  • Procurement and payroll processing
  • Compliance and HR support
  • Legal support
  • Marketing services
Delivered through secure systems and professional expertise, these services enhance transparency, ensure regulatory compliance, and promote cost efficiency across the public sector.

Public entities are invited to complete a short questionnaire to assess interest in MIEA’s corporate support services.

Promoting Good Governance

MIEA serves as both a majority and minority shareholder in several State-Owned Enterprises., including (but not limited to):

  • WasteServ Malta Limited
  • Malta Air Traffic Services Limited
  • Kordin Grain Terminal Company Limited

  • Support portfolio management within defined parameters

MIEA maintains active engagement with SOEs through regular meetings with management teams, enabling early risk identification, stronger accountability, and collaborative problem-solving.

PPPs and Strategic Projects

MIEA plays a central role in promoting and facilitating PPPs and evaluating strategic national projects. Its objectives include:

  • Assessing projects for PPP suitability
  • Implementing value-for-money initiatives
  • Strengthening PPP expertise across public authorities
  • Supporting collaboration between public and private sectors

Invitation to the Private Sector

Today’s challenges require collaboration. PPPs unite public oversight with private-sector innovation, expertise, and resources to deliver long-term value.

 

MIEA is working toward the enactment of a dedicated legislative framework that will formally recognise it as the national vehicle for strategic project delivery.

The Investments section within MIEA manages public financial investments through the Investment Committee, composed of seasoned experts.

MIEA ensures that public funds are safeguarded, generate appropriate returns, and are managed in line with market conditions, reflecting its commitment to transparency, accountability, and prudent financial stewardship.
